POSITION: HEAD OF INFORMATION COMMUNICATION TECHNOLOGY (ICT)

REPORTING TO: Director-Water Supply Services and Rural Development

ABOUT THE ORGANIZATION:

The Zimbabwe National Water Authority (ZINWA) is a state-owned enterprise established in 2000 under the ZINWA Act: Chapter (20:25). The Authority is responsible for the management, development, and distribution of the country’s water resources. ZINWA operates through seven Catchments and 19 Service Centres, in alignment with the government’s devolution agenda.

As part of its strategic business transformation, ZINWA is seeking to recruit a highly skilled and experienced Information Communication Technology (ICT) Expert to lead the Authority’s technology strategy, ensuring efficient digital transformation and enhanced operational effectiveness.

Key Responsibilities
The Head – Information Communication Technology

1. Developing and implementing ZINWA’s ICT strategy to support digital transformation.
2. Overseeing the design, deployment, and maintenance of the Authority’s ICT infrastructure, including networks, databases, and enterprise software.
3. Ensuring the security, integrity, and reliability of ICT systems and data through best cybersecurity practices.
4. Leading ICT innovation and recommending modern technologies to enhance service delivery.
5. Managing software and hardware upgrades, system integrations, and cloud solutions.
6. Providing strategic ICT guidance to senior management and stakeholders.
7. Developing and implementing disaster recovery and business continuity plans.
8. Overseeing the automation of business processes and integration of digital payment platforms.
9. Managing the ICT budget and ensuring cost-effective technology investments
10. Training and capacity-building of ICT staff to enhance operational efficiency.

Qualifications and Experience
The Head – Information Communication Technology

1. A Bachelor’s Degree in Information Technology, Computer Science, Information Systems, or a related field..
2. A Master’s Degree in ICT, Business Information Systems, or a relevant field is an added advantage. At least 10 years of experience in ICT leadership, digital transformation, or enterprise ICT management.
3. Proven expertise in ICT infrastructure development, cybersecurity, data management, and cloud computing.
4. Strong understanding of ICT governance, regulatory compliance, and digital transformation strategies.
5. Experience in deploying and managing ERP systems, billing solutions, GIS applications, and mobile payment platforms.
6. Excellent problem-solving, analytical, and project management skills.
7. Strong leadership, communication, and stakeholder engagement abilities.
